I don't think it was that long, if I'm not mistaken, he quickly realized Cell would not be completed in his lifetime so he left it to his computer and went on to develop 16, 17 and 18.

I think he knew about his transformations that how they'll look like. Since he knew how strong would cell become. So would he know about his forms.

I'll say this, he probably knew how Cell would look without Frieza's DNA; with Frieza's DNA, there's no way he could've known how Cell would turn out.

Cell was too much of a bio-mechanical being. I'm sure not even Gero would know how Cell would turn out exactly.

I think he would have known for sure. He wanted Cell to be an absolute monster in battle, so he needed to make him as efficient as possible. You can't make someone's body efficient without knowing what it is going to look like.
Interested theory, but how could he have known? There is no way Gero could've predicted how a bio-chemical monster is going to look once he absorbs two cyborgs
He designed them. He was an evil genius, whats stopping him from doing such a thing?
